Answer: Candidates must first complete One Time Registration (OTR) and obtain an OTR number from https://otr.pariksha.nic.in 72 hours before applying. After obtaining the OTR number, the online application can be submitted through https://uppsc.up.nic.in. The process involves three stages: application part-2, fee confirmation, and final application submission.
